Hard starting Evinrude

I have a 1995 25 hp Evinrude motor that is hard to start in cool, damp weather. We replaced spark plugs and fuel lines. Once it starts and warms up, there is no problem starting. However, there is a low speed miss.Wide open, it runs great. I am thinking about rebuilding the fuel pump and carb. Anybody have any other ideas? It is electric start.

If it has remote control are you pushing the key in while cranking it over ??----Open up the low speed mixture and might get rid of a low speed miss.--Is the thermostat installed and working properly ?
 
No remote controls. Tiller handle. Don't see a thermostat listed. Will have to do some further checking. Thanks for the ideas. Will get back to you.
