I have a 1981 Evinrude 9.9 that has 95 lbs even compression and great spark. Runs strong after getting it started, BUT have to use half throttle in gear to get it to start. Cam is set right and carb was cleaned with new needle & set. Float set perfectly level. Motor will not start in neutral and can't seem to get it to idle out of gear. What next. Thanks
