hard start when cold 78 140

Just got the motor back on the boat and am having an issue with cold start. I get a lot of cranking and some sneezing and eventually it will start. It smokes pretty good when it does which made me think it was flooded. Once it's running it runs great. No issue shifting, good idle, good throttle response.

This is a fresh power head with 120 across all four and the ignition is all good with new plugs wires and coil packs.

Could the controls being out of adjustment contribute to this? I was in a bit of a hurry when I hung it and the throttle was way too to tight with the warm up lever about half way up at idle. I tried a cold start this am and it was the same. I have adjusted the cables and will try it again later today or tomorrow but was wondering anyones thoughts.

When you raise the throttle only lever does the timer base rotate slightly , yes or no ?----Have you taken the starter apart for inspection , yes or no ?----Does it start better when you use the manual choke lever on the motor , yes or no ?----Have you had the battery load tested ?

Not sure why I did't get notified of your response.

1. Not sure have not looked specifically but the timer base moves freely.
2. no need it spins quite nicely
3. no difference verified t he electric choke is engaging and disengaging
4. New battery

So I've tried several starting procedures, no throttle some throttle. Lots of choke small hits of the choke. Once it starts it runs poorly for a bit, not wanting to rev up, or it will sneeze and die. Once it runs for a few minutes it runs great, you can shut it off and it fires right back but let it sit for 2 hours, it's not cold here at 107, and it does the same thing.

Why can it not start like this. Below is the 70 I hung on the boat today. I was fogged in September and has been on the stand until this morning.
