I bought a 99 evinrude 70hp 2 stroke someone took the oil injection out. The 30 second buzzer sounds when the engine warms up. Also its not charging the battery, the volt meter shows 12 volts when I turn the key on it shows18 volts. How can I solve both problems

Best to post the model number.----In 1999 there was no 70 HP 2 stroke listed ?
