Greasing steering shaft

I've got a 1982 Johnson 35hp LS tiller that steers stiff under load. On the boat, the engine turns fairly freely (not sloppy). I went to grease the steering shaft and I only saw one zerk at the bottom of the shaft. Is there an upper shaft zerk that I'm missing?

Do I need to put a ton of grease into that bottom zerk to force it all the way up to the upper bushing? I put about 10 pumps in but the grease never daylighted.

You pump it in the bottom till it comes out the top. That motor apparently has never been properly greased or it would be full. Let's hope it isn't too late. Not a disaster if it is, but a job to take it apart and clean the caked grease and corrosion out. Us salt water guys know all about it.,
