"Is there anything inside the control box which can be lubed or is it just that the cables are worn or dirty? Can the cables be lightly oiled to make the throttle lever operate with less force? Basically, how can I make it operate smoother and easier. It is a one lever assembly with the button up under the top of the lever."

Yes it can be lubed. I rebuilt mine w/new NS switch and trim wiring; used Merc. 2-4-C lube. Seloc manuals have a diagram and instructions on how to do it. Spray oil works well so you don't need to dismantle it.
