Gear rod connection

I am looking for some help. I don't know if I have lost a part but how do I connect these gear sections together the rod is to big for the hole

Should have said its a 1996 9.9hp johnson

If you remove the connecter you can spread it so the rod slides in.----Might just take a little bit.----And line up the notch with the hole BEFORE you put the screw in.
