Gas Tank Vent

Are these style tanks vented. If so, where's the vent?

the vent is a little round thing in the middle of the filler cap...counter clockwise to open it and vent...there is a problem with some of the newer tanks with this not working good..an EPA thing i assume.....i have one tank i have to crack the filler cap on order to vent......

There's nothing to turn. See my cap. It's on a older Evinrude 6 gallon tank like the one pictured above.
