Fuse in Trim

I have a 1995 Mercruiser. My trim is not working. I checked and the lower unit gear lube was very low. Is it possible that there is a safety switch that shut down the trims because of low gear lube? And where is the fuse in this unit? It say SAE F1711 Marine on the side of the unit. Thanks.

trim systems and trim oil are completely different than drive oil and drive res.(if equipped).
