Full throttle low knots

"Hi i have a 1996 40 hp marine

"Hi i have a 1996 40 hp mariner. every now and then i will have throttle open fully but boat will only travel t about 3-6 knots.
Sometimes it happens first up cold, or when motor is warm.
Any help would be greatly appreciate. thanks"

also when things get up and running properly every so oftern the motor will sound like it's reving only(very short burst) i.e. when a car is in nueutral and engine given a rev"
 
Sounds like your prop may have

Sounds like your prop may have spun...the rubber hub inner has spun inside the prop. Once this happens you have to get it repaired. Have you hit something in the last while?
 
no only had the boat for a few

no only had the boat for a few weeks.
took it back today and mechanic thinks it was to do with the throttle and timing cables being unable to move freely??
