Fuel pump question

First of all I can't figure out how to post a picture here(keeps asking for a URL link) but I recently picked up a 90 2 stroke outboard that wasn't pumping fuel. When I took the pump apart I found the diaphragms were cracked and broken. I ordered a rebuild kit for it and when I put it back on the motor the primer bulb wouldn't get hard. I discovered that the gas was going through the vacuum chamber and right into the crankcase via two small holes connecting the inlet side of the pump and the vacuum chamber. I ordered a replacement pump and upon inspection the new pump does not have these holes. I suspect it had the wrong pump on it but what was this pump made for? I've never seen one like it. Thanks!
