Fuel pump problem on a 1988 Mercury 9.9 2 Stroke

Did a carb rebuild and same problem exists. (ie; Wont stay running if without pumping the bulb)

Any ideas?

Gasket between carburetor and block installed correctly ?

I guess I’m gonna have to double check but I rebuilt this carb probably back in 2008 with an actual quicksilver rebuild kit.

Ran fine for years then the engine sat for a while. Then had some intermittent trouble and fast forward to today it kind of transformed into this situation.

Where it seems to run on what’s in the float bowl & must pump the bulb remedy.

I used a cheap rebuild kit this time (and there is a noticeable difference between the factory kit!) but for the price I took a chance. At the end of the day it was still doing the same thing after the rebuild. I even replaced the “bleeder” hoses unsure if that was contributing to the no fuel issue.
