Fuel pump problem 1970 Johnson 40HP

When I squeeze the fuel line

When I squeeze the fuel line bulb it sticks together and I can't move any fuel. Before this happened the engine would not hit full speed and now will not start. I disconnected the line from the fuel pump and can move fuel by pumping the bulb and closing and opening the open end of the line with my thumb. Is the fuel pump bad? If it is the fuel pump can I get a rebuild kit for this model? The fuel pump # is 312668 and the engine model # is 40ESL 70A. The OMC parts guy was having some trouble with his database finding a rebuild kit and wanted to sell me a new pump. Thanks in advance for any help.

"Dougs.... When you compress the fuel primer bulb and it stays compressed, that indicates that it can not draw fuel from the fuel tank. That type problem has absolutely nothing to do with the fuel pump.

Disconnect the fuel line from the fuel primer bulb at the tank end. Now,squeeze the bulb... if it remained compressed (unlikely) the bulb is faulty. However, if it returned to its original shape as it should, the problem is with the fuel supply (tank) end.

If you're using portable fuel tanks, try another tank.

If you have a built in tank, look at the fitting at the tank that the fuel hose attaches to. That fitting may be a "Anti Siphon" valve that is prone to sticking. The fitting is aluminum and is approximately 2" long. If this fitting exists, remove it, knock out the center componets (spring, ball, and ball seat) which will convert it to a straight through fitting. Reinstall it, annd connect the fuel line. Now, see if the fuel primer bulb works properly. If so, the engine should start and run unless you have another problem coupled with the above.
