Fuel pump or dirty carbs?

Hey guys i have a 86 mercury 115 so i had boat running and it bogged out and stalled, always havea hard time starting it, (good spark, fires every time on starting fluid) i removed filter and do see shooting fuel.. so i believe carbs are gummed up? Or fuel pump doesnt have enough pressure ? Usually the filter is half full of gas, shouldnt it be full?
 
Are you pushing in the key while cranking it over to start ?-----Raising the fast idle lever ?------Checked to see if enricher is working ?
 
So im starting to think is it possible too much oil is being mixed? I removed plastic cover from where carbs are and noticed excessive oil on the cover.. how do i adjust oil amount?

Best to get a manual for injection pump set up. Also don't use starting fluid in your engine. Your just damaging the rings. Have you done a compression test? It's possible the carbs need to be cleaned and set the floats.
 
Follow up,- put carbs back in- still didnt fire up so i took fuel likes apark and kept tracing it- where the quick connect is after the primer bubble, i cut hose and it was completely gummed up for about 3-4” in the hose , cleared it and bang! Fired right up perfectly
