Fuel pump issues

I have a 1988 johnson 225. The previous owner had removed the vro and just plugged the oil lines on the fuel pump. It idles fine, however when I try to get on plane it bogs down as if it were starving for fuel. Can I bypass the fuel pump entirely and run an in line Electric pump?
 
Have someone pump the fuel primer bulb constantly, acting as a manual fuel pump. If that does not cure the problem, the cause is not the fuel pump... the cause would be either fouled carburetors or a sticking timer base under the flywheel (most likely the carburetors).
 
Pretty sure it's fuel pump related. When pumping the ball it runs mint. New fuel filter, clean gas, carbs have been cleaned, all fuel lines replaced.I guess my question is, is it OK to use an in line Electric pump, or is it necessary to replace the fuel pump with the vro replacement no oil pump?
 
Electric pump not recommended you can run a non vro pump and premix your fuel,might be a little cheaper than replacing VRO

In agreement with "Johnny". Also.... check with your dealership to see if a repair/rebuild kit is available for that VRO.
