Fuel problems

I have a 1998 volvo penta 4.3l

I have a 1998 volvo penta 4.3l I am getting way to much gas into the bowl via the overflow tube on top. I have rebuilt the carb and put a new pump on it. Could the pump be the wrong one or should I look for something else?
