"After running the boat on a h

"After running the boat on a hot day, then stopping for approimately 30 to 45 minutes, the boat will start and run for 15 second and stop (like it runs of fuel).Then it takes a long time to get started. When it is running again it is okay unless it is shut down for 30 minutes or so. I believe it vapor locking. The boat has done this since it was new. I have installed new fuel pump, insulated fuel lines and this hasn't helped.
The boat has one small air ventat at the rear. Would installing more air vents help? Other ideas
Boat is a 1999 Galaxie 2100LX Spectra ser#gae08780B999.
Engine 350 5.7 2 barrell holley has elec. fuel pump.
Volvo penta out drive ser# 4110188405.

While in neutral, try placing the throttle 1-2 quarters down before starting, as it starts, give it a little gas to catch on. This should work. The exact position varies from engine to engine. Start with 1/4 position and work up from there."
