fuel problems on 15 horse

so i fixed my rewinder spring only to find that it runs for a few minutes then dies. so then i started at the tank went to pump ball then fuel filter now then the fuel filter has a rubber diaphram that also is a gasket it has a small rip in it but i can not see this being the problem does anyone have any ideas
 
What motor is it 1976?1996? Have you removed that filter? you started at the tank?? doing what? and before you fixed the rewind was it running?
 
1980 15 hr Evinrude first it was runnin last year came back from shop ran perfect all year this year would run for 5-10 min then die pulled on it so much spring blew apart in the rewinder fixed that. now started at the tank checking for clogs or anything that might slow down fuel delivery. checked fuel filter on motor it has a rubber gasket with holes in it that r made in it but its ripped dont think it is a diaphragm its more like a gasket so fired it back up out of water runs fine oooh and the pump ball swells to the size of a soft ball i was wounderin about that has anyone seen that before
 
First the filter you speak about is it a silver screw through a black plastic cover and it has a screen in it,with two hoses connected to it? That is the fuel pump.That could be your problem BUT you saying the fuel bulb expands.Are your sure the fuel hose is connected right?There is a arrow on the bulb it should point toward the motor not toward the fuel tank. On the fuel pump one hose comes from the fuel tank connection the other goes to the carb the smaller one to carb. disconnect the small one to the carb,put another hose on that fuel pump nipple then try to start the motor,The temp hose you connected should have fuel pulsing out of it,if it doesnt you have a bad fuel pump.Or try about 1 teaspoon of MIXED fuel in each cylinder (remove the plugs and put fuel in) then try to start it,If it runs then dies you havent fuel reaching the cylinders which again is most likly the fuel pump.
 
so heres the update pump ball is goin right direction the line that goes from fuel pump to carbs was leaking at fuel pump and heres the stuipid it was also laying in the area where the hood sits so when u put the hood on it. it pinched the fuel line to the carb so it would run but then die ect ect but pump ball still swells goin to replace the fuel line and pump ball
