fuel problem 1995 60 hp

I have a 1995 60 HP Mercury/tracker Pro series that will not throttle up & doesn't idle properly. It acts like it isn't getting enough fuel, but it fouls plugs when I choke it to keep it running. Fuel filter is clean, new plugs & fuel pump looks clean.

sounds like the carbs are dirty, and you might have an air blockage under the cowl (dirt dobbers. and spiders)
