"I am nearly finished the rebuild of my 1977 70HP. What fuel/oil mix should I run? I have asked this before and been told 25:1 for the first 10 hours, but I have been reading quite afew articles and am not sure. Won't the plugs oil up? Any advice will be welcome."

Generally double the oil is recommended for the break in period.

I run one of my outboards on 25:1 and before the carb was modified it ran on 10:1!
