Fuel line questions

I have a 2 cylinder Mariner 55hp (Japanese Mariner) and I'm concerned about the fuel line I installed since rebuilding the carbs. I have a 3/8" (10mm) fuel hose from the tank through the primer bulb to the outboard connector, then I have 3/16" (4.6mm) hose from the connector through the strainer, pump, tee piece and to the carbs. Is this right or should it be a larger diameter? Seems to nicely fit the barbs of the connector, strainer and pump. I replaced the plastic tee piece with a brass one as the hose I fitted wasn't very flexible and the plastic one didn't seem to fit good (too tight). Could this be a problem in any way? I am experiencing rough idle and stalling when trying to get under way, once rolling there is no problem. I've previously rebuilt the carbs and was running an inline canister style water separating fuel filter. I removed the filter yesterday but I haven't had a chance to run it since. I also found one of the air box mounting bolts had fallen into the throat of the lower carb. I managed to drag it out with a magnetized metal rod. I picked up an inline fuel pressure gauge but I'm having difficulty sourcing a tee piece to suit a 1/8" NPT male gauge and 3/16" hose, I'm sure I'll pick one up tomorrow when all the local stores are open again after the weekend. Any and all help gratefully accepted, thanks again in advance.
 
You've got WAY too much restriction going on there for the motor's weak vacuum pump to overcome. That motor should have at least 3/8 ID fuel hose (no more than 10 feet long) with NO strainer or filter before the fuel pump.

Should I remove the factory strainer/filter? How do I get a 3/8" hose to fit the barbs of the connector, pump, and carbs? I was able to measure the original plastic tee piece and it looks to be 5/16" leading from the pump and 1/4" out to the carbs. Does this sound right or should it be 3/8" from tank to carbs? All the measurements mentioned are referring to internal diameter.

I'd use 3/8. The barbed fittings for 5/16 can be swapped for 3/8. Take the old ones to a good hardware store and ask for assistance.
