I have a 1989 Evinrude 70HP.

I have a 1989 Evinrude 70HP. The fuel line seems to syphon all of the fuel from the tank with the boat just sitting there. I'm new to outboards...does it have some sort of check valve to keep this from happening?
 
What kind of tank?.Is the vent

What kind of tank?.Is the vent plugged and overriding the float valves???? More details for more answers.
