AQ 125A Can a fuel filter be put on the suction side, between the fuel pump and the tank? The screen in the pickup tube was floating around in the top of the tube not sealing, so I want to add a filter/water separater in the 3/8" hose.

I don't see why not and it seems to me the best thing to do so the fuel gets filtered before the fuel pump not after it. My AQ130C came with a filter between the tank and the fuel pump and it has been fine for 40 years that way.
 
Not only is this the correct location, but it must be installed in the suction side. After the fuel pump would be on the pressure side.

Use the correct and current A-15 or ??? USCG approved fuel line, and you'll be OK.
