Ok pull the plugs and crank the motor over, got water shooting out the plugs?
If no, shoot some wd in the holes put the plugs back after looking at them. They all shiny clean like being steamed clean ?
Ok pull the t-stat housing clean off the block, and shine a light into the neck, i had a hole develop between the first pushrod hole and the water jacket in the wall directly opposite the hole you are shining the light thru.
Touch the wall with a screwdriver and see if it opening up a small hole, don't have to push it like a knife in a cheating wifes heart just touch it.
If a hole did open between the pushrod hole and the water jacket the head is toast.
Ok If there is no hole you need a new gasket for the t-stat housing but not yet leave it off.
Take the riser off, what that look like it a pile of rust in there ? Look down the exhaust tube see a flapper stuck in the hole way down ? Both could be reasons for a overheat.
But the riser could allow water to mix with the oil.
You already know you got to change the filter and the oil about 3 times to get rid of all the water.
So do one thing at a time in my order, if you get to the point that all is well then you can pull the head, to reinstall the head you will need a kit of gaskets fel-pro makes a good kit and i think ebay has one right now, it has mani, head ,riser, t-stat housing and more about 70 bucks.
You have to get to this right away you do not want water in the motor if it's fresh water, not so bad if it's saltwater you might be too late already.
