Frustrated and need some help and/or advice

Purchased a 94 astro with a mercury 115 four cyl 2stroke a year and half ago..no problems until this season. Took the boat out and seemed to be doin ok but never hammered on it... Started to head back to the docks and it wouldnt stay running in the no wake zone. Kept dying and I'd be restarting it. Local shop said prob carbs due to setting up....I replaced the plugs, all the fuel line from tank to motor and fuel filter and cleaned the carbs and rebuilt fuel pump due to seemed like it was starving for fuel...took the boat for test run and same prob..doesn't want to run at low speeds...bogs down when accelarating to plane out then all the sudden out of nowhere it kicks in after a few seconds and just takes off....since then I've pulled the carbs again thinking I missed something..tried syncing the carbs with @ 1 1/2 turns out on each..seems to start and run ok(for the most part) with muffs on but once in the water it has a hard time idling...and when I go to put it in gear for load test it dies. So here's a few questions I've come up with while waiting for the manual I ordered to get here....
1) any trick to syncing carbs...
2) does it matter if I bypassed the oe filter on side of the motor, after the fuel pump, to a location after the prime bulb befor the quick connect to the motor.(so I cann see the fuel staying primed, that questionable too...not sure how much flow is normal..seems to be like a trickle)...
3) how to check coils or anything else that would cause not enough spark to the plugs, if that's an issue, with a small digita volt meter.

im new to outboards but eager to learn to maintain it myself and any input or advice will be greatly appreciated. Thanks in advance if anyone may read and reply back.
 
The # 1 thing to do is a compression test.-Not sure why folks pick on the carburetors to start the repair / trouble shooting.
 
Sorry , you never mentioned that in post # 1------------So hook up a timing light to each cylinder and see if ignition issues show up.
 
A steady flashing light meas good uninterrupted spark.----If light is not on steady you have ignition problems.
I did use a timing light and #1 barely flashes when it does flash..2 may have stopped for a sec but resumed and 3,4 was a steady flash. Do u think this is a coil issue or something else. And I do I go about testing such a prob...thanks by the way for the advice.

If I tested the coils correctly...they all read @.95 ohms...is this adequate? . The I read the manual should be @ 1.5 ohms.
