Frozen steering cable? I/O sea ray

Steering seems to be frozen. Where do I start?

Ayuh,... Start by disconnecting it to see Where it's binding...
The aluminum tube at the transom is a common point for corrosion to form...

Disconnected from outdrive and manually that moves. Then at front, steering moves. Unable to visualize sheath to remove cable to clean and relube. sprayed wd40 down coupling nut and cant see any other points to lubricate.

I am typing while my husband is f bombing. Don't know terminology so bear with me. The cable in back is disconnected. There is a big nut that moves freely. The arm that has the inner tube does have some grease there. How do you get part apart to get in to clean it?

See the arm that looks like piston then the large nut then black rubber tubing. HELP

try using light heat, like from a hair dryer or a heat gun, that might soften up the old grease enough. Also try pumping in 30 wt oil into the grease fitting, once you have movement again you can re-grease
