frozen drive shaft 1996 125 hp

I have twin 1996 mariner 125's. I had drained my lower unit oil and was changing my impellers, when I noticed some wear on the pump base. I ordered 2 new ones but because of some shipping errors I only received one and the other one took about 10 days to get to me. The first engine was completed with no problems. However, the other the lower unit sat idle until I got the new part. After replacing the pump base, I tried to replace the impeller I could no longer rotate the drive shaft. I am guessing because the lower unit was empty of oil and sort of froze up. I have since refilled the lower unit with oil in hopes of it "freeing up". Any other suggestions on how to free it up? Was any damage done internally to the lower unit? all help appreciated. thanks Andy

I'm certainly no "expert" on outboards but I think its highly unlikely that anything "froze up" in 10 days or 10 weeks. It usually takes many months or even years for that to happen. I would look elsewhere, it sounds like something got in a bind somehow.

turn the shift shaft, and make sure that it is in nuetral. there is three positions, the middle click is nuetral. hope this helps.

If you are attempting to turn the driveshaft the wrong way (CCW), the impeller will bind and do that. Turn it clockwise until it frees up. If it won't turn at all, the unit has to come apart.

Thanks for the help.
I shifted it into neutral (and forward and reverse) and can rotate the propeller shaft correctly, however there is still with no movement of the drive shaft. I explained my situation to a local boat mechanic and he seemed to think that the bearings siezed up and the lower unit has to be replaced/repaired. Can I repair the lower unit myself? what is the cost? or should I buy a new or used lower unit?
