Freezing up

I'm having a problem with

I'm having a problem with my 25hp Mercury freezing up when the temperatures reach into the 20s. I'm a duck hunter and when I get to the boat launch I cannot shift into either forward or reverse. It appears I've got water freezing on me somewhere that's not draining out. It want allow the cables from the trottle to shift into gear. My gear oil in the lower unit looks fine. Is it something to do with the impeller? Anyone with ideas??

"Won't be the impeller...is this a tiller model or do you have it set up to a remote? If remote it could be water inside the cable itself freezing and preventing the cables from moving. If it is a remote, try disconecting the shift cable at the motor and see it the shifter moves freely with the cable removed."

"I would guess that water is freezing somewhere in the handle...it doesn't take much to seize a part...door locks, wipers etc... take a heat gun or hair blow dryer to the handle when it freezes up to see if applying heat there solves the problem...if not apply heat to other suspect areas to narrow it down..."
