"My boat is being worked on by a marine mechanic as I post he replaced a head gasket then ran the boat, checked the oil and it was milky.
informed me that it must be freeze cracks poor winterization HELP what am I to do how much?
should I just replace the broken/cracked parts?
the whole engine?"

Has a compression test on the engine been done?

A ruptured oil cooler will draw water into the crankcase. Are you just firing the engine up after winterization, or has it been running?"

I'll ask about the compression test

I fired up the engine after de-winter, ran it up to temp in the drive way with the bunny ears on and then took it to the lake where it reacted poorly,powerless and sprayed oil water mixture inside the engine compartment."
