forward gear wont engage

i've got a 1959 evinrude fastwin 18hp motor that i can not get to stay in forward gear when i start it. i've tried adjusting the bell crank and everything it says to do in the manual can anyone help
 
What is the history on the motor?--------Water pump been worked on ?--------------Is the shift connecter in the exhaust housing properly connected?--------Is this a problem that showed up suddenly?----------------The more information you supply the easier it is to get some help.
 
I bought the boat earlier this year started it up in the driveway and noticed it wasnt pumping water out so i took the lower unit off and replaced the impeller when i put it back on it was stuck in reverse now i can get it to shift into neutral but thats it and i'm pretty sure the linkage is hooked up right but i could be wrong
 
The rod must be inserted ( screw out ) so that the notch lines up with the hole.Then you install the screw and tighten.
