Force 120 slow speed cooling issue

Hi, I am new here, and need some advise please, when going slow with the boat (3 to 5 knots) the tell-tale hardly squirts and the overheating warning comes on, pick up jus a little speed all is good, can flush the engine only submerged, tried few different types of muffs without success. I replaced the water pump impeller, connector hose to tube, and thermostat. All pipes are clean and open, could it be that the upper seal at the tube need replacing ? and if, can it be done from below ? Thanks, Michael

What year?
The housing on the older Forces is a soft metal and it can get in pretty bad shape and still work.
Mine are original and run in salt water all the time.
The seal at the top. It can't be replaced unless you remove the head.
Pics of the pump housing?
The overheat/no flow: could be the pump housing,the exhaust housing clogged,the gromet between the head and base leaking, the motor full of sand,etc.
Since you've replaced the imp.thermo,I'd check the exhaust housing.

Thanks guys, Is a 1997 engine, the pump housing is a metal cup, most of its live was used on a lake, I still got to run it with the new thermo, the inside up the leg looks clean, no sand or other particles to see, Its all back together and just waiting for the weather to clear to water test, I take some pic's when I take it apart again, which will most likely involve taking the power head off to get to exhaust base and the upper tube seal.
 
The connection at the base of the powerhead for the water tube.It's rare the bushing/grommet goes bad.
Unless you overheat it realllly bad.
The stainless steel cup and wear plate, if it has any grooves it can slow water flow.
Some pumps have a rubber washer that fits above the top of the pump on the drive shaft, yours still there?
Drop the lower unit and apply water to the tube.Flash light? Look up inside.
It shouldn't have water leaking back through.
The exhaust plate the sand/mud/weeds settle inside the plate and slow flow.
