Foot will not turn in reverse by hand

I have a 1985 Mercury 35 HP out board.
I replaced the water pump then put the foot back on. The propeller will turn by hand in forward like it should but when I put it in Reverse it is locked up it will not turn at all by hand. What did I do wrong?

In forward it should turn one way and not the other.--------In nuetral it turns both ways,.--------In reverse it locks both ways.------------------If it behaves like that you are good to go.

Thanks for your reply. When in forward I can turn the propeller one way but their is a clicking sound. And in neutral it turns both ways with no noise. And in reverse it is locked will not turn either way. So I didn't damage the reverse gear? I wanted to test it by hand before I cranked it up to test the water pump out. So when I crank the motor the reverse will work?

And don't expect it to turn easily, especially with a new impeller.
