Flywheel/Stator

Pictured are two flywheels. One is off a 1966 80hp Johnson and the other off a 1966 80hp Evinrude. I posted in an earlier thread but not sure if I'm asking or understanding how this system works. I've drawn a red arrows to the rotors inside the flywheels. One looks like original paint on the entire rotor and the other shows paint on the lower half. Can someone clarify why the difference and how should I proceed in cleaning and reinstalling.

Do not worry about paint or a little bit of rust on these parts.------They do not hinder the performance of these alternators !!
