For the flooding part, you could have a sticky needle or a saturated float 81 model should have integral fuel pumps on each carb. Loosing prime again related to carbs, primer ball - NO good or anti-siphon valve in the tank not working.

The floats are preset from factory, you can bend the tang on them but you need to be careful that you do not apply to much pressure they are a spring steel tab melted into the plastic float.

Make sure the new needles have the little spring on top of em and use Mercury needles not the sierra after market needle I would replace the floats as well. Make sure you replace the pump gaskets the way you take them apart and do not over tighten the fuel line inlet cover (the Blue cover on the carbs.

Thanks alot crankbearing , I found the flooding problem, the float was sticking on that little baffel arm thats under the float. all other parts inside look like new.
