float valve needle installation

Hello all, I've got a 2004 15hp outboard that I recently tried to clean the carbs. I tore the carbs down bought new gaskets and went to reassemble the problem is I can't figure out (the one picture I didn't take) is where the float valve needle is installed. I have downloaded diagrams but from them I can't tell where it goes in the reassembly. Attached is an image of the carb I am workign on I highlighted the float valve needle in question. Can anyone point me to some links or information on how to re-install this float valve needle?

It is attached to the underside of the float so when the float moves upit closes the needle valve

yes I realize the purpose of the needle but can someone provide me with specifics on how it is positioned in the installation? You say it is positioned to the underside of the float, Since my float is a plastic hollow ring I don't see how this is attached can you be more specific?
 
under the metal tab where the float attaches to the carb by the long pin under there should be a what looks like a brass bushing the needle valve drops in there there might be a wire hanger that attaches the needle valve to the float so when the float drops it pulls the valve open
