Few questions on 75b 115hp

"Ok so far you guys have helped me a bunch! Now, I took out the Signa with 115 johnson this weekend. Just rebuilt my carbs, replaced head gaskets, and took out my vernatherm.(will that harm the engine?) We were told that the boat had a 20 gal gas tank and put in enough oil for that and filled it up and guess what it only took 12.6 gallons? We ran it anyways. Started on 3rd try and purred like a kitten. Went into reverse and drive no problem and sounded good, (unlike what it sounded like before carb work) ran down the lake and stopped to chill, started it back up and ran a little more, parked again. Started back down lake and all of a sudden we lost power. Stopped and looked at plugs and only two were firing (top) other (bottom) soaked in gas. Finally got it running again and noticed that there was a lot of gas coming out of the lower carb? Ended up stranded in a cove and decided to take the carb apart, looked fine put it back together and ran good again. Then started acting up again, wouldnt shift without stalling, then finally the drive assembly(gear that enguages the flywheel to start) stripped out. Now on with my questions...
What would an engine do with the over amount of oil in gas mixture?
Why would it run great and then not so great?
Do I need a air silencer cover over carbs?(didnt come with one)
Why so much gas coming from lower carb?(looked to be coming from jets and middle canal on carb)
Will not having a vernatherm harm anything?
Is there anything i'm overlooking?"
 
i had the same problem with my

i had the same problem with my 74 70hp johnson and gas was pouring from my top carb so i took all my carbs off and made sure the float was adjusted properly and after that it didnt do it so i would double check your floats
