Exhaust Plug? 1993 OMC Cobra

I have a black plug at the transom end of my exhaust bellows on my OMC Cobra 3.0 - any ideas what it's doing there? Can't find any literature and it doesn't show on parts diagram.

Boat is new to me - any insight is greatly appreciated.

Perhaps you are looking at the exhaust shutter # 66 that has broken off & is laying down there.

Get in there with something & pull the broken/loose pieces out before hanging the drive back on.
