What are the torque specs and bolt sequence for exhaust head on a 1984 8hp evinrude?

The cylinder head bolts are 144-168 inch lbs using a center out pattern in at least three steps. Always install a new head gasket and lightly surface the head on a glass table with 220 grit paper. The 1/4-20 bolts for the exhaust cover just need to be snug brush both sides of the new gasket with a light coat of permatex aviation gasket maker and get the bolts snug.

Your engine has the inner cover as well replace both gaskets and lightly surface the outer cover as well and put a light coat of sealant on both gaskets 2 sides and slowly snug it down pattern is not necessary but center out would not hurt. If you try to reach torque spec the bolts will likely strip or break.

torque 1/4" screws to 60 / 80 INCH LBS

Do not use sealer on a head gasket. You are installing the exhaust covers correct?
