excessive fuel consumption and remotes only give us limited throttel controll

hi there,
we have a 1972 evinrude norseman 2stroke 40hp we are having trouble with excessive fuel use and limmited rev range. With fuel we are talking 15ltr in 20mins of running time and this is only at half throttel this is only because when motor is in gear we can only get half of rev range 2 work. Its almost as if there is a govener or simular sumwere between remote controls and motor its self.

It has been sitting for over 18months and plugs, leads, fuel lines, filters and prop need replacing. I'm wondering if after replacing these items and a service and tune this will solve our problems, or if we should just send it in to be looked at? any advice or tips would be muchly appreciated.

Once everything on your list above has been addressed, re-post your results. Chances are one or all of the above are causing your power loss.
 
Question: did it run OK before it sat for 18 months? And why does everything on your list need replacing, especially the prop? Is it damaged or slipping? Plugs and filters I can see, but not plug leads. I've had engines in storage for as much as 8 years, and restarted them and used them with no major parts replacement, or even carb cleaning. Speaking of which, I would start with your carbs. If the engine won't rev, and the fuel consumption is that high, it sounds like a carb problem to me.

It sounds like it may be running on only one cylinder...after it has run for several minutes, shut it down and use your hand to feel the temperature of each cylinder head..if one cylinder doesn't seem to be firing, perform a compression test before replacing any parts.
