Evrinrude 70hp hard to start

Just bought this pontoon boat with a 1997 70hp erivnrude.... it is very tricky to start after sitting for several days... here's what I was told to do... pump up the fuel line bulb several times, put it in netural at 1/4 to 1/2 throttle, insert key push in and hold in as you turn the key, if it starts let it run until the carbs clear out then reduce rpms to about 2000 and warm engine up for several minutes... if it doesn't start let it sit for 5 minutes then try again.... this you normally have to do several times.... it should start eaiser than that any ideas on what I can do???? I have changed plugs, fresh gas, has good spark...

you need to check and see if the fuel Primer is working, best way to test it is when you get the motor running and it's warmed up, press in the key, if the motor drops RPMs the primer is working, if not you will need to inspect and trouble shoot the fuel primer.
