"}I have a 250hp evinrude 2003 it seems to be in slow mode and check engine light comes on but no horn, it has a new water pump and new plugs."
 
check for water in fuel code 3

check for water in fuel code 37 check engine light will be on . motors wont run well with water check filters lines tank or tanks
