Evinrude vro flood issue

Hi new to the forum , I have a 1991 70hp evinrude my issue is after running to an area to fish/drift (usually 20/30 minutes) I go to start motor and it starts for a second and floods out and will not start without pulling plugs and changing or drying them out.
I have changed plugs :same issue.. I have rebuilt carbs, ie new float needle valves, checked the floats cleaned carbs: same issue. It runs great idles great, wot runs great, just seems to flood out after sitting for a few minutes . I am stumped any help would be appreciated thanks.

Check the fuel pump diaphragm.

What is your exact procedure to start the warm engine.--Every step you take to restart it please.
