Evinrude Trim Tilt not working properly

Have a1980 Evinrude E100TLCSC motor with power trim / tilt. The unit operates fine out of water. It Trims and Tilts fully when on drive land. Put the boat in the water running and it will either not trim or move a little bit and fall back down. Tried filling and bleeding the fluid but still the same result. Any suggestions would be greatly appreciated.

Is the manual release closed ?

Not sure where there is a manual release. According to Clymer the manual release valve was only used from 1976 - 1978

The manual then... is wrong.

Look at the lower side portion of the starboard transom bracket.... there is a hole there.
Inside that hole is the manual release valve (slotted screw).
Back it out ONLY 2 full turns for the release mode... no more that 2 turns!
Snug it tight to close it.

Ok. I know the screw you are talking about. I am at work but will check this evening. I believe it is tight, because that is the screw I used to fill it with fluid I think.
