evinrude rpm issue

1969 55hp 3 cyl 2stroke. took her out today on my 16 foot starcraft and the engine wouldnt wind out. checked it out and top cylinder had some oil seeping from plug. started engine pulled plug wire and had good spark. pulled plug and was clean but oily and new last year. will replace plug but if it doesnt solve problem what else could it be? engine always kicked butt and really moved this aluminum boat through the water. thanks for the input
 
When was the flywheel off last to clean the cap / rotor / replace anti-reversing spring / set points to 0.010"--------------Routine maintenance for that particular engine.
 
took flywheel off today cap and rotor look ok no cracks or dirt etc. removed plugs emory cloth points spun engine carefully set points to .010 spun eng again and recheck. anti reversing spring laying at bottom of shaft with one leg worn down to half length what could that do? plug wires soft acd look new. i know engines but not outboards and all looks good to me i am perplexed
 
What is your definition of would not wind out? Have the carbs been cleaned and serviced? How is the gas and oil?? Fresh? How is the prop? An oversized/wrong size prop will hold you back among other items
