Evinrude pull string trouble

Hey guys, I have a 70s/early 80s 8 hp outboard on my sailboat. The pull string is not pulling/recoiling well. I applied lubricant which didn’t seem to work, I took out the starter, replaced string, etc.. if I take the spark plugs out it works as it should, but when I replace them it goes back to giving me a hard time, any ideas?
 
You dont give the model number, which would tell us the actual year but I don't think there was an 8hp in the 1970s. There was a 7.5 from 1980 to 1983 but the 8 hp did not appear until 1984

You say you replaced the "string" Did you use the correct type and diameter cord ? It should be a good grade of nylon rope 1/8" ( 3mm) diameter

It will obviously pull with very little resistance if the spark plugs are removed but will be more difficult when they are fitted.

Did you tension the recoil spring by the correct amount when fitting the pull cord.? It should be 16½ complete turns
Is the cord the correct length? It should be 59½" long.

BTW I have a 1984 6hp Yachtwin on my small sailboat which has exactly the same starter mechanism.

You do have the correct sparkplugs ... Champion QL77JC4 or QL86C? ( J6C for the 7.5 hp)
 
Yeah I have the right type/size rope and plugs, I did think it was 14 complete turns, I’ll turn it to 16 1/2 turns and see if that makes a difference and check out that manual. Thanks
