Evinrude motor year & model

I am trying to get this motor running and could use some help. I have looked on this site and want to make sure I am heading in right direction. Model No. E15ECSD. Does that stand for Evinrude, 15hp, Electric start, Counter Rotation & Year 1986? The fuel pump cap has a crack so I ordered a new one. And what is the fuel mix ratio?
Thanks for any help.
 
CS----indicates the year a , 1980 model.----No such thing as counter rotation on small motors.----Mix at 50:1
