Evinrude motor issues

I recently purchased a 1990 Ev

I recently purchased a 1990 Evinrude 175. Prior owner said the motor started and idled perfectly but wouldn't run at top end. He also stated that when the choke button is pushed while running - the motor would speed up. To me that indicates fuel pump or carbs.?????
I am looking for some feedback on this problem and appreciate any advise I can get .

To me it would suggest a carb

To me it would suggest a carb problem. Be prepared for a bit of carb cleaning.
Operating the primer(choke) manual lever should also produce a response.

If a pump problem pumping the priming bulb in the fuel line would probably overcome it.

"Thanks to all who replyed to my need & I have resolved it now so thanks once again!! And yes it was the gears & dog clutch that was causing the problem !! I replaced complete gear box etc.!
