Evinrude Lightwin Pull Start issue

I have a 1956 Lightwin Model 3018. Hadn't run in 30+ years and got it running but the pull start binds up if I tighten the 4 bolts down. It is hard to pull and won't recoil. If I loosen the 4 bolts a couple turns each, it recoils and works fine. What am I missing? Looking at the parts blowout drawing, it looks like I have everything together properly best I can tell. If I put some washers to prevent the interference, it seems like it's too high to catch the flywheel.

Is it possible that the flywheel bolt is not tight and that flywheel is setting higher than it should?

Possible. I'll have to check. Previous owner may have removed flywheel and did not get it back together all the way. Probably wouldn't take much to start interfering with the recoil.

Seems like the flywheel is ok. I couldn't get it to tighten any more. I'll have to really look closely at what's going on. The screw in the center of the recoil binds the recoil if I tighten it all the way. That also does not seem right. Maybe missing a washer. I don't know. Basically if I don't tighten anything all the way, it works great. Need to start over on this thing I guess and go step by step putting it back together. Frustrating

I actually have 2 3hp Lightwins. A model 3012 and a model 3018. Is it possible that someone swapped recoil starters at some point and the 3018 works on the 3012 but not the other way around?

Fixed. Saw a video on replacing rope where they wound the spring/recoil up tight then held it there and installed the rope. This solved my issue although I have no idea what it fixed except maybe the spring was not completely flat and this was the cause of the interference.
