Hello.

i have an issue with my Evinrude lightwin 3602.

It will run at high speed, to get it to run at high speed, i need to open and close the choke for about 5min.

I am having problem adjusting the low speed needle, initial setting is 1 and a half turn.

The carb was rebuild, also points, coils, condensers are new

Fuel is going to the carb.

Except for the carb gasket, no other gasket were changed and i notice that i have leek from the intake manifold gasket.

Any advice on why i am having problems adjusting the low speed needle?

Remove float bowl.----Now look in the very bottom of the float bowl.----Find and confirm that high speed jet ( orifice plug ) is clean.
 
In addition;

Intake manifold leak can affect idle mixture.

Missing or messed up gasket on main nozzle will affect running

Partially clogged filter in gas tank can restrict fuel flow.

And we haven't even gotten to the ignition system yet.
 
That little nozzle donut can really cause problems. Yes there cannot be any intake gasket leaks. The float bowl mounting ears get bent/distorted from overtightening. The bowl should be resurfaced to be flat again. Use wet/dry paper about 180 to 240 grit on a nice flat surface....lube with water to irrigate the surface and rinse away wear particles. Same proceedure when you change head gasket too.
