Evinrude hard starting

Greetings, new member requesting assistance.
I have a 94 Evinrude 115 , I just had the power head bebuilt, carbs gone through and it is vey hard to start. Pocedure: pump bulb until hard, press choke turn over engine. Starts, dies. Repeat numerous times until finally starts, feathering throttle to keep running. Once It gets going runs great, that is until I stop it. Same thing occurs on restart. I a running 25/1 mix on new engine, disconnected auto oil injection, mixing in tank. Thoughts?

Was the starter motor looked at during the rebuild.--------Before a motor is rebuilt folks will crank and crank hoping that the motor will start.-------This burns up the starter.----------When a starter is in poor condition you get slow cranking and a hard to start issue.----------Take starter apart for inspection as that is a " no money spent " trouble shooting step.
 
It would be a good idea to check compression - it's not out of the question that something went wrong with the rebuild and low compression does cause hard starts.

Also during that process take a look at the plugs - should be a little carboned and maybe oily with 25:1 but consistent looking and not fouled.

Take a look at the engine for anything silly out of place, ie a bleeder line just hanging there not connected to anything or a bolt half sticking out that maybe was missed in the process. There's lots of small and large error possible in a rebuild.

If that is OK you probably have a fuel thing - either bad fuel, flooding carb, or lean condition. Remove the cover on the carbs if so equipped. There should not be puddles of fuel in the carb throats - make sure upon squeezing the bulb (in a reasonable manner, not trying to pop it) fuel isn't dripping out of anywhere in/around the carbs.

If that is OK I'd be getting a new totally clean fuel supply (ie another jerry jug), flushing out the lines with the new fuel, bypassing any water separating filters (or replacing the filter), and re-checking results. A little water in the fuel or bad fuel can make something start hard but run OK otherwise.

Then if that failed I'd be going into the carbs again - plenty of error possible there too.
